I’m a rising junior at a non-target in the Bay Area. I pretty much have no shot at EBs and other top-tier SF boutiques like DBO Partners, LionTree, and Qatalyst. What are some of the mid/bottom-tier boutiques I can shoot for?

Besides the fact that the firms you mentioned are top-tier, I think they finished recruiting too. Maybe a few EBs are still going, but DBO/Q/LT are done. I have friends at those firms and we talked about recruitment weeks ago.

I think he will need to look at banks that are one-man shops or ten man shops but getting good deal flow like INCENTRUM GROUP OR UNION SQUARE OR GCA OR FT PARTNERS OR CODE advisorsI'm not sure if you were just recently introduced to gif, but a reasonable comment from you, Richard. Indeed, CODE, FTP, GCA, and USA are good places to look at. I'm unaware of Incentrum Group.
Incentrum hires pretty exclusively from HYP with skew towards Yale so not sure why you bothered lumping them with the others or why you suggested this to the OP when he clearly stated that he goes to a nontarget?
