Based on the most helpful WSO content, Morgan Stanley's full-time recruitment for London was already closed as of July 2017. The application opened and closed in July, and they reportedly recruited only 1-2 candidates. For off-cycle roles, it seems the last assessment center (AC) was scheduled for a Saturday, and if they didn't find enough candidates, they might have reopened another round. However, there is no confirmation that this happened.
