Has anyone successfully recruited for GS TMT SF or MS Menlo full-time? If so, what was your junior SA and how much did you have to network?

Look at previous profiles - it ranges from RJ summer from non target to other strong BBs and target background. I am familiar with one of the groups here and know they have an internal list of candidates ready to fill the pipeline at all times, if you are just about to start networking for 2023 FT good luck, but worth networking if you want to eventually lateral in there assuming you go to a reputable bank for FT.
2 questions. For background, I am from Toronto:
1. As a rising sophomore - for 2024 SA, when would it be a good time to start networking for GS TMT, MS Menlo, and Qatalyst Partners?
2. For sophomore summer internship, would a small firm (less than 10 people) IB internship be better than Deal Advisory at Big 4 to get to above firms^
