Next two weeks a good time to network?

Are the next two weeks (Dec 19-Jan 1) a bad time to be networking and sending out emails? Obviously I'm not gonna bug anyone 24/25/26/31th ie the major no-no days, but are people still receptive to talking? I was thinking they dont have much work to do but they still have to be in the office, so they might be more willing to grab coffee or chat on the phone. But my friend was saying they probably just want to chill and talk to their buddies and get out as soon as they can. And worse, if they have to work over the holidays and miss family time, they might be extra pissed and not want to talk at all.
