non-2007 graduate has no chance for 2007 analyst program?

I am a 2005 graduate and is trying to break into Investment Bank. I talked to a few recruiters at different BB and they said I am not eligible for 2007 analyst program. Is it true? Or they are trying to test me?

Do you think volunteer work combined with pursuing extracurricular activities that were well thought out would be a red flag? Since I was not techically unemployed and really wanted to pursue such activities before begining my career.
