From my experience, it tended to be a tad earlier than when a target student would have heard. I was basically done with my interviews when some of my friends were doing first round on-campus interviews.
Same as Nickleeson, the HR people told me it's after the online app deadline. That's for banking though; I heard my friend got a first-round for S&T last week, which would set it before the deadlines.
I'm currently in the non-target recruitment process. I have already interviewed with 2, but the other 4 or 5 I have contacts at have said they interview non-targets after the target schools.

My contact (a VP) pushed my resume to HR at Barclays, and HR told me I'll be reviewed at the end of January and I'll hear back from them. I attend a non-target.

Really? I thought itd be later. The HR people I have spoken to all say they don't really decide until the online application deadline has passed.
I don't think there is a set time line though, so don't fret if things aren't moving as quickly as you thought. Best of luck buddy.

i think it depends on the bank/group and on the school. From my personal experience, much of the recruiting for FT was done in the fall.
