Off Cycle Boutique Internship

I am interested in an off-cycle internship at boutiques near my university for winter and spring of 2020. I am a junior and I am wondering how I should go about this process. Should I go about networking in the same way as a SA position? Should I email VPs and above and ask if they offer off-cycle internships (with the knowledge that they take one or two per spring)? For the most part, these are essentially no name boutiques, but I am trying to get experience under my belt. Any advice would be appreciated. Thanks!
