Question about HR interview

At the end of the phone interview, HR said she will send my background and info to the team and be in touch with next step. My gut is telling me I got dinged due to the neutral response.

I have a question: I thought HR is the one who make decision whether to move forward my interview or not. Do they need to consult with the team before making decision? Or it is just a usual way to end the conversation.. just curious.
