Received Offer; How to Let Top Choice Know?
How do I let said top choice know about my situation via email? Do I contact HR, or a member of the team I want to work for?

Email HR mentioning whatever deadlines you have with the other offer and reiterate your interest in the top choice.
Just send a polite email or call them updating them on your situation.
Call them. No need to give them the option to be slow getting back to you.
Don't contact HR. HR is useless. If you did well, you should have gotten the sense that one of two of the guys really really liked you. Reach out to one of them and tell them that your firm is my top choice but I've got a logistical challenge because I have an offer from another firm.
Yea I was in the same boat as you. I called them and told them what my situation was. Luckily they were getting back to us before I had to make a decision about my other offer, so it didn't really affect anything.
