Recruiting at Target: Network with All Divisions?

Question I've been curious about:

At targets, where BB firms travel with alumni analysts and associates to that school, how exactly does the resume selection work?

I'm looking for an IB SA internship next summer.
I understand that the alumni analysts will gather in a room and pick out the few candidates that they'd like to do a first-round interview with. When I do resume drops later this school year, will alumni IB analysts look at my resume? Or all alumni analysts in other divisions, like S&T, Wealth Management, Research, etc? I'm wondering if I should network with everybody, or just target IB analysts.

Second question: does it make sense to network regionally, or by group? I'm thinking about working in New York, so should I mostly talk to people from the NY office, as opposed to Chicago/SF? Just a little confused about the process of resume selection, I'd appreciate any answers.
