Recruitment Agencies and In-house HR?

So, I’ve noticed that it’s fairly okay to reach out to recruitment agencies - associates there and talk through opportunities with them; what about in-house HR people from particular firms?

I’ve sent request to few people from BBs and they’ve accepted. I’m not sure if it’s okay to send them a message asking about opportunities or letting them know I applied or ask for coffee chat / call or is it not advisable? Thank you!
