You should read a paper by https://www.researchgate.net/publication/8467182_When_to_Ally_When_to_A…</a">Dyer et al (this one I liked should be free) which explains this very well. They only look at a limited sample of collaboration strategies but they do a great job of finding a "template" for when to M&A and when not to. Let me know if you can't access it and I can find another source.
