US or Canada? (ADVICE NEEDED)

Im 16 and a junior in high school I live near Cleveland OH and want to go to Miami OH next year. I have dual citizenship because my mom was born in Canada. The schools there are much cheaper and have higher acceptance rates for better (Target) schools. Should I try and go to a Canadian Business school to break into IB or go to Miami and try?
