When is the best/worst times of the year to network?

I am in college right now, and during winter break I will be building a contact list of people in IB to contact from now on into the future. I've heard general advice about what times and days of the week to cold email employees, but I'm wondering if there are certain months or dates in the year that are best to reach out, and other times not. For example, should I send out a few emails in between Christmas or New Years? Or best if I send out after New Years (but likely they'll be busy at the start of the year)? Thanks.
Early this week is fine, I'd call it off the 23rd and start sending emails out Jan 2 or 3 or whatever that Monday is. Mostly because a lot of bankers take time off that week in between, so a large % of your emails will just get lost.
You're still early enough that the emails haven't picked up to full speed yet. October and November I get very few emails, and the sophomores sending them are usually well-prepared so I'll take their call. By March, April, May there are so many emails it's implausible to hop on the phone with everyone. So get grinding in Jan and early Feb, and then in the spring circle back with people to ask about timelines instead of reaching out for the first time.
