Depends on your meaning of "huzz". If it's just the quality of women, I'd say Milan or Madrid. If it's easy women, then maybe Paris or one of the Scandi Capitals (Nordic women are not easy per se, but tend to openly be promiscuous - casual sex isn't seen as that taboo there).
