I have a friend who works in dubai, from what I know he gets:

70K GBP tax free + bonus of 20-30K free car free housing while he's there free education for his kids (not that he has any) free healthcare

He basically nets 90K as discretionary income.

HK has the fattest cost of living adjustment I believe, but damn that's a lot of discretionary income in Dubai. Don't think anyone can top that too easily. Then again, it is Dubai. Can't really have a drink on the beach.

No--HK is probably the most expensive. Of the ones you listed, Houston and Chicago have the best remuneration when compared with the cost-of-living.

On a side note, Dubai sucks. And he only doesn't pay tax because he's not a US citizen. An American living in Dubai still has to pay American taxes (as they do anywhere in the world that would have them pay less than they would if they were living in the US).
