The "is this the right time to email or not" should only apply to bankers. Considering that HR's job is to hire new candidates, there is nothing wrong with following up with them.
Have you heard back from anybody that actually works in the office? It'd probabaly be better to talk to them if you don't think it will damage your chances seeing as HR will likely not have a clue what your status is.
