Bank Representative Offices - Worth dropping in CV and Cover Letter?

There are a few well-known Finance firms who have yet set up shop in my country in SE Asia such as Rothschild but they have representative offices.

Would it be okay to drop in a CV and cover letter in their representative office should they finally set up shop here or they might have openings in the nearer regions like Singapore / Hong Kong? (Long shot as they're more likely to hire someone directly from that country but whatever it's just two pieces of paper)
