Berkshire hathaway specialty insurance belong to national indemnity company. National indemnity company belong to both primary insurance and reinsurance group.
So I think berkshire hathaway specialty insurance can belong to both reinsurance and primary insurance group, especially if the company also treats reinsurance as a part of specialty insurance.
