Breaking This Cycle

How does one break the never ending cycle of
"no relevant experience -> no summer internship -> no relevant experience -> no summer internship"

Recently I came across a Linkedin post speaking about this topic and got me thinking of the best way to counter this cycle. I was thinking that getting involved with student clubs and utilizing family connections are fairly good solutions to getting your first internship.

What else can someone do to end this cycle?
