Can't get into contact with my recruiter

I got an internship offer that expired on the 22nd. I accepted the offer verbally and then I had to email a signed offer letter to my recruiter, which I did on the 18th. I was supposed to receive an email within a week of accepting from the company (in order to set up general things like tax withholding), but I did not get it yet. I have not heard from my recruiter since I accepted verbally. I have tried calling multiple times both before and after my offer expiration, but I keep getting voice mail (I left a message).

Should I be worried about this? I'm starting to get concerned they did not get my letter by email.

Is this in a country that doesn't celebrate Christmas or New Years?

Right now it's holiday break for a lot of people so not much gets done.
