Network and Grind.
Start with Local Boutiques, Get as many internships as possible. Fall/Winter/Summer - Even if they are BS internships. Having something on your resume is going to be good. Then try and get a PE internship on your Resume. This should be doable with a IB internship. Slowly work on your technical and keep grinding.
People exaggerate how hard it is. As long as you can speak well and aren't retarded you'll be fine. Just network and know what they ask in interviews. (This is just for ib in general, not for EB or top BBs)
You can do it. Apply everywhere, kiss a lot of ass, buy a nice suit, and practice interviewing.

Yes, you can 100% break in as long as you do the typical networking, technicals, etc. With that being said, your experience interning for a local government's finance department may make you an interesting candidate for Muni/Public Finance IB roles. While PF is different from M&A it may be a little easier to break into given your background.
It's possible but won't be easy since IB's are typically quite closed minded when it comes to non traditional candidates.
Play the numbers game, and when you eventually land an interview you should have as much a chance as anyone else!
