Charges+Sealed Case and Employment Disclosure for Public Finance

What would be the correct way to answer the employment question above? I've heard that financial firms have access to the FBI databases in which case a a sealed case will still be able to viewed for a limited time. Will the fact that it is a public finance position (because of the government association) cause me to have to answer the question differently? Thanks all.
