Cool Emailing (Not quite Cold)

I interviewed with a smallish consulting firm last year and I think I was pretty close to an offer, but withdrew because I wanted to try a year abroad, I see they're hiring again, and I have the contact information for the head recruiter, I'm wondering what I should say in the email. So far, I have:

I'm not sure if you remember, but last year, after being in touch with XXXXXX, I interviewed for an Associate Consultant position. At the time, I decided to do a one-year teaching fellowship in Japan. I will be finishing in July and am looking to launch a career in consulting, hopefully in [City Name}. I did not see any listings for an Associate Consultant position, but I did see an opening for a [Similar Position].

And then I'm not sure where to take it from there...
