Hello, I am currently a GS-15 with the Army/DoD and would like to get into management consulting and expect the federal practice is where I would have to target. I have a specific interest and passion on the human capital side. I do not have an MBA. How difficult would it be to transition over and at what level position should I be aiming for? Any advice on whether I should work through recruiters or apply directly and recommended firms? Thank you!

IBM has Federal Human Capital Management Consulting in the DC area. You might want to apply. I'm not sure what level you would be, but could start with a similar salary. You might start off at Associate Partner (Band 10) or maybe (Band 9). There would probably be a bit more upside and career progression there than your current position.
Best scenario would be that they are proposing a project that needed your expertise. They would write you into the proposal and you'd be set. Worst case, you'd sign with the company and would have to find a project for an Associate Partner, which is sometimes difficult.
