It's a filter, same as most things on the resume. Once you're in, your GPA doesn't matter much. But you need to hit the minimum to get to the interview stage.
Yes and No… but I will say… grade inflation is real in 2021… a 3.7 GPA at a top institution has never been more meaningless…
