Finance shop with a 2 year non-compete but no garden leave

I just received a job offer from a fairly reputable fund (a market maker, but I don't want to disclose because I don't want to be identified). I am from tech, so I'm not as well versed with employment contracts from the finance world.

There is a 2 year non-compete in the employment contract, but there appears to be no garden leave. Isn't it customary for these firms to pay you your base pay (or even your base pay + expected bonus) during your non-compete? I've read about people essentially finding another job in tech during these non-compete periods and they end up getting double paid.

Is it a red flag that there is a non-compete but no garden leave at all?
