Getting A Verbal Referral After Networking Call But No Response After Following-up

I have been networking a lot recently, mostly with analysts, and have had lots of great calls. After a call goes well, I typically I ask for a referral to others on their team so I can continue to get to know the team at the bank. I have had a couple of instances where I know the call went well, but after I send the thank you email, and follow up a couple of times, I have not gotten a response back. How should I navigate this issue as I don't want to annoy any bankers, but also don't want to lose the connection and/or the referral?
