Getting internship on other side of country?

I'm a sophomore at UC Santa Barbara on the West Coast and my living situation got messed up. I'm gonna be living in DC for the summer and want to get an internship at a boutique bank. How am I supposed to go around cold-emailing banks when they can't interview me face to face? Will banks consider me if they can't see me?
