Got "soft offer" through email, delay in official job offer

Hi All - I have been out of work for a few weeks now (got the short end of the stick after being let go from one of the big 4). I applied to Capgemini and had 3 rounds of phone interviews within about a weeks time, then they flew me to Atlanta for in person. All went well and the recruiter said that the feedback was very positive and sent me this email on 7/11:

wanted to let you know feedback was strong from your F2F and I am working with our VP on the offer approval.

Stay tight for a day or two – the VP is in Europe so working on his schedule

He called me on 7/12 to discuss compensation numbers before getting an offer in front of me. All sounds great, I was excited that things were really moving along just a week after my face to face.

Now it is 2 weeks later and no word from him. I sent him a follow up email last week on Monday and another one yesterday but got no response. He was initially very responsive when setting up the calls and face to face etc.

Anyone have experience in such a delay or radio silence? I don't want to get myself all worried, but I figured at least a response or acknowledgment would be professional and put my mind at ease a bit. I am continuing my job search of course, but so far, Capgemini is my preference.
