How many people to network is enough?

It’s been hard for me to get on calls since either some respond and then never set up an appointment or some just never respond after 4 email follow ups. I have only been able to connect with analysts and associates and have never been able to get the attention of VP or MD. I have a gpa of 3.34 and no prior finance internships except 2 places this summer for ib and pe, and was ceo of an affiliate marketing company that did $1.5 mil profit annually for 4 years. I also go to a target school mccombs I just wanna know, how many people per office would you guys say would be the bare minimum? I’ve been only able to do at most 2 per office so far...
