Interview, Radio Silent, When to Follow Up

I had an interview last week (on Wednesday) with a Fortune 50 company. The interview was more of a phone screening, just asking about my experience to see if I was a good fit to be passed to the team for a formal interview. The HR Rep (who was the one conducting the interview) mentioned that I seemed like a great fit and he would be personally reaching out by the end of the week through a phone call regardless or whether they would bring me in for a formal interview. It's been a week now and I haven't heard anything. The only contact I have with this guy is his phone number, should I call him? Or should I cold email him from looking up his email on a email format website? Or just wait it out?
