They’re either not taking you serious or aren’t completely sold on the idea that that they absolutely need to hire for the position. Maybe they thought they need additional help but are actually managing OK without an extra person. Also, it could be the general field of candidates aren’t that impressive so they are just prolonging the process without any rush.

Think about it. You've pretty much shown this company that you're so desperate for a job that you have nothing better to pursue career-wise than to sit and wait around for this company to schedule you for an interview after 4 times. They'll probably give you the lowest salary possible since they know you have no other opportunities at your disposal. I think you should move on.
