Networking for Boutique Banks

Currently an Emory sophomore transfer in Goizueta -- I'm essentially starting my banking career from scratch and don't know how to network with small boutiques. Since bulge brackets and larger companies have mostly ended their recruiting and I haven't gotten anything back yet, I'm focusing on regional banks in both NY and Atl.

The issue is, I'm not sure who to target for cold calls; should I be emailing the directors of these small banks, or should I be aiming for associates and analysts like I would do for bulge brackets? When do I ask for any internship opportunities? How different would a call like this be from a bb?
