No internship or finance related job going into my junior year as at a non target.

I missed the internship cycle and I currently have no finance related internship experience or work experience. I plan to spend most of my summer learning IB technicals, taking an excel expert course and networking. I know this doesn’t replace how important a sophomore summer analyst internship would be but it’s all I’ve got. Would this realistically rule me out for the 2023 summer analyst recruiting cycle at a BB/EB? What can I do in the mean time to stand out more as a candidate ?

Best thing you can do is try and get as many Fall/Winter/Summer internships from Local Regional IB/PE shops. They border on business brokerage, but they will give you somewhat of a fighting chance when you apply to full time opportunities.  Also be willing to expand your search to larger metro areas and start networking your ass off - I would start ripping 250 emails a day asking if you can have a phone chat, if you get enough traction in an area SF or NY then take a trip for a follow-up in person coffee chat.  You may have a hard time recruiting for BB/EB SA positions, but making sure you are well positioned for full time recruiting is key at this point.
