Being a sophomore from a non target (still a higher tier public university with solid alumni network), are there certain firms I should pursue harder for IB internships?

No you should do the opposite of focusing on a few firms — you’re at a non target so no firms are going to be looking for kids from you’re school specifically. Your best bet is to cast a wide net and go after any bank you can
