Question about networking vs applying at this point

Writing on behalf of a friend. Usually you network (send emails), do coffee chats and apply around January which is what I did. My friend is currently Class of 2028 with an internship this summer, but no internship for SA 27. With random posting opening up for 1-2 days and 1-2 weeks, how would you go about networking vs applying. He's at a Non-Ivy Target (UChicago, Duke, Northwestern) with a good gpa and work experience.

My opinion would be to apply first and networking simultaneously.
