International relocation - what about comp?

I plan to permanently move from one emerging market to another. How do I understand whether the comp I’m being offered is competitive? Of course there are Glassdoor et al., but for many places there would only be a couple of records which don’t tell much. Any advice on how to evaluate offers? Do I investigate what the cost of living etc in the new location is and derive based on that, or maybe I should take $ figures for NYC, translate to local CCY and apply some discount?
