I would like to get more information about when should I apply for the 2021 IB cycle. I am a third year student, graduating in 2021. Should I go into IB,AM or PE?

For the class of 2021, you'd want a summer 2020 internship. That recruiting happens 12-16 months in advance. Right now recruiting is for summer 2021, targeting those graduating in 2022.
Hard to give any more advice without information on your school, GPA or previous internships
