Should I Call My Networking Contact

Just need some guidance. I've been shooting out emails to alumnis asking for informational interviews. Quite a few have written back.

There's two situations. First one, the guy said he'll try to call me in a week. Week passed, he emails me saying that he's been busy but will try calling again in another week and provides me his phone number. However, it's been 2 weeks since his most recent email and nothing. Do any of you guys think it would be okay to give him a call when he said he'll reach out to me?
