Should I reach out to recruiters from previous years?

I was referred to a bank a year or two ago and soon after a recruiter contacted me to set up an interview. I didn't land that role so my question is would it be appropriate to contact that recruiter againand inquire about opportunities for this year? If so, how should I got about doing it? Should I reply to our previous email chain or send a new email? And should I be mentioning the person who referred me previously?
