Telling Ppl I want to move to Boston

I am networking for job opportunities in Boston and am reaching out to people (mostly cold emails). My fiance is based in Boston that is driving me to relocate. Would you advise that I mention this in my initial email, as I reach out to folks, or wait till I get on the phone with them? I ask because there is no trace of Boston in my resume, so people might not know why I am reaching out to em.
