What's a good Cover Letter? How bold?

I basically wrapped my Cover Letter into my resume (explained what I do and why GoodStonksInc would want to work with me)

I'm wiped out, can't I just say "hello madam (yes, their HR lady identifies as a woman), please read my resume it have what you want"

I really feel like saying "just walk through my resume" or something forward like that; IDK what the chances are they WON"T finish reading my resume but I won't get in if they don't at least go through my prose parts
