Who to ask for a referral?

Found a role I’m interested in and want to ask for a referral. Who’s referral would help the most?

My friend (associate level) who works at the company, but is in a completely different group than the role I’m interested in. Or
A LinkedIn connection (VP level) who works at the same company and is in the group I want to join.
