PocketHandkerchiefa part of me feels like this is illegal. .... ... is it?

Completely legal as far as I know, been around for years and tonnes of people use them.

restaurant.com always has a discount code such as this

you're only going to be able to use 1 per bill, and usually only allowed one per month and it has to meet the minimums

they are coupons not gift certificates

I've used them before too. One gotcha - make sure they can be applied to alcohol, not all of the certificates for sale can. If you can find one that is allowed to be used for alcohol, it's money.

A buddy and I usually get the $25 off $35 to a Mexican place nearby, then go gorge on burritos, margaritas and Tecate. Tab usually comes out to about $7 each on a $50 split bill (before the coupon).

Seamless had a much better promo a while back. They were discounted gift certificates....

$100 Bond St sushi for $50 $100 Delmonicos for $65 etc...

I got a few hundred dollars worth, thinking they'd cycle through good restaurants on the regular now that they had this awesome feature. But low and behold, now the line up sucks. I would have gotten a shit load more if I knew.
