Very hard in my experience, and these girls are NOT on the apps. Even if they downloaded the apps, that's not the primary way to find guys. Lot of these girls have been locked up early because they actually value commitment and so boyfriend #1 or #3 scoops them up (vs. a tatted up atheist girl where you'd #47 in her little black book)
My experience is that these quality girls you generally only meet IRL through either your place of worship (to different extents depending on your religion) or through high quality friends (who will generally have high quality friends of their own). I met this girl at a wedding a few weeks back who I've been talking to and she ticks off most of these boxes. Who knows how this will work out but regardless, I haven't met a single girl thru the apps that are up to her bar (and by conventional standards I'd say she's cute but not head-turning)
There are tons of woman like that. Dating is a numbers game, kind of like VC.
Set up some basic filtering on dating apps and go for it.

I think this is tough to answer because in the end, it might come down to how the girl looks. You say she doesn't need to be a 9/10 and I can tell you I know lots of 8s who fit your description but you might not find those women attractive since looks are definitely subjective. I don't think it's hard to find women who fit your requirements but finding all that in a woman you find physically attractive might be a bit harder. I meet lots of women whom I find physically attractive but everything else just isn't there and vice versa. I think you can find what you're looking for, as others have eluded to, but it will take some time and effort, including potentially leaving your current location.
