Paul Scoffield as Thomas More in A Man for All Seasons was pretty great. Very human. Heith Ledger as the Joker wasn't bad either. Marlon Brando as Col. Kurtz in Apocalypse now was decent.

All time best (i.e. interesting) characters: - Michael in The Deer Hunter (you must watch this film, one of the best ever made) - Lester Burnham in American Beauty - Michael Corleone in The Godfather
I would have loved to add Gordon Gekko, but I don't like the way they developed his character in the 2nd film (it could have been epic). I felt it was too superficial. The others I mention above are all complex flawed characters who really make the films they are in. Interesting stories and development.
Interesting / noteworthy characters: - Mr. Earl Brooks in Mr. Brooks (you have to watch this film) - Derek Vinyard in American History X (amazing how this film humanises such a disgusting character and to see how he develops. Also, fabulous acting by Edward Norton) - Blake in Glengarry Glen Ross (a cunt, in the best possible meaning of the word) - Tony Montana in Scarface (no comment necessary) - Tom Ripley in the Talented Mr Ripley
These are less impressive as the first group, but pretty interesting.
Denzel Washington in The Hurricane (and maybe Training Day). Leo DiCaprio (Frank Abignale), Catch me if you can. Tom Hanks as Forest Gump.
Seeing as we're talking characters wouldn't Tyler Durden from Flight Club mean both Ed Norton & Brad Pitt's characters?

Tom Cruise's character in Born on the 4th of July was excellent too. I would say Oscar worthy. "Citizen Dildo" was great in Vanilla Sky. I want to see the original though.

He was a great actor and was great as the Joker, but the character just isn't that interesting. Pretty one dimensional and doesn't develop in the film.
I am Legend. Also, I disagree with your opinion on Gardner. He was a fucking badass character. I don't care if he was real or not. Most movie characters have some sort of real life person behind their existence.
I think Edward Norton is very underrated...not that people don't think he is a good actor, but he doesn't get much attention. Along with the movies above, he did an excellent job in Primal Fear.
Theodore "Ted" Crawford in Fracture was a great character.

seabird mentioned it above...although technically he mentioned "Heith". At any rate, it was a great performance, but as a 'character' I think you have to include any other film appearances and those have been, at best, par.

I love Carey Mulligan, but can't think of any of her character's that were that great. Judi Dench played a pretty intense character in "Notes on a Scandal" (worth checking out).

Alonzo Harris (Denzel) in Training Day. Very relatable character and he played it exceptionally as a thespian.

Generally, Denzel, Russell Crowe, DiCaprio, Hoffman and Robert Downey Jr are all tremendous actors.
