Can’t tell if my neighbor is high on shrooms 24/7 or mentally challenged

I moved into a large apartment complex recently with units in close proximity of eachother. And there’s this 19-20 something year old kid that walks around the hallways/pool just slowly walking and giggling to himself about nothing every 10 seconds. Same thing every time I see him. About 4-5 instances.He’s super skinny with long hair. Visibly (physical looks), he’s one of those people who’s on the cusp of him looking like a normal person but if he was challenged it’d make sense too.

Does he live alone? Is the apartment complex nice or somewhat upscale? If the answer to both is yes, I'd guess that he's high. Otherwise a toss up
