The Occam's razor answer is that the reasons that he gave are the reasons he went to the better platform.
Johnson has always been a moderate, and disagreed emphatically with the "Defund the Police" movement, instead focused on smart policing and ended up reducing crime and arrest in Dallas by like 20% from 2019, which is frankly unheard of in most big cities, let alone democratically controlled cities.
He's also a proponent of reducing taxes and general fiscal conservatism, which was quite the opposite of his left-leaning peers. Add that to the fact that a rapidly growing number of African American voters are leaving the democratic platform because they're understanding just how detrimental democratic policies are, and it becomes pretty obvious--Johnson was more of a moderate Republican than he was a democrat by definition alone. Him and Romney would probably get along swimmingly.

I think you are correct that he jumped to a better platform that he feels more comfortable defending and it will be interesting to see if the trend continues outside of what has been a traditionally red state.
It’s not a surprise to locals. The real answer, taking value judgments out of it, is that he’s a career politician in TX who’s structured his steps to extend his career.
All of the big cities in TX vote blue (Dallas voted for Biden by 30+ points), so he ran in the city as a Democrat (Republicans didn’t even field an opposing candidate this year).
Now, he’s term-limited as Dallas mayor and can’t run again, and Democrats are at a severe disadvantage in TX at the statewide level.
He’s been messaging conservative values (pro police, lower taxes) during his time as mayor (and starting well before the pandemic). Decent chance that’s what he actually agrees with, but it’s clear he waited until right after the election this summer so he could secure the seat and then make his next play.
It will be interesting to see how it shakes out - he’s been anchoring hard on the pro police rhetoric, which seems to be a successful talking point (although interesting to note that Dallas still has a higher crime rate than NYC, LA, or San Francisco…). However, he’s also pro-choice, which is one of his few left-leaning positions but is also one of the ones most likely to block him from higher office as a Republican.
Altogether - this is probably in-line with what he believes, but that hasn’t changed recently; what has changed is that now it’s also a potential avenue to higher office

Just FYI the only reason Dallas has a "higher" crime rate than NYC/LA/SF is because they actually arrest and prosecute vs just letting the vagabonds and store raiders run rampant. Any city can have lower rates of anything they don't like if they just ignore it, pretend it doesn't exist, and purposely leave it out of official stats.
