Green credits for remote work

Since a remote worker who works from home consumes considerably less natural resources by abstaining from a car drive to work and back everyday, why isn't the US government (and others) recognizing the contributions that companies who let workers work remotely make to the environment via green credits?

Even if they take a subway ride in NYC, not having to do so still contributes significantly to the environment.  NYC type infrastructure locations are a minority of infrastructure locations around the country.
